An oily scalp can coexist with dry textured hair. The goal is to clean the scalp well without assuming the lengths need the same treatment.
Your scalp and your hair lengths can need different things
Scalp oil comes from sebaceous glands in the skin. Textured hair can still feel dry because bends and coils make it harder for that oil to move down the strand.
Cleanse the scalp where the oil lives
Apply shampoo mainly to the scalp and roots, massage gently with fingertips, and rinse thoroughly. Let the rinse water clean the lengths rather than repeatedly scrubbing fragile ends.
Watch for product buildup
Heavy oils, butters, edge products, dry shampoo, gels, sweat, and infrequent cleansing can make an oily scalp feel coated. If residue persists, an occasional clarifying wash may be useful.
Do not try to “train” severe oiliness by avoiding cleansing

Condition the hair, not necessarily the scalp
If your scalp becomes greasy quickly, concentrate conditioner and rich masks on mid-lengths and ends unless a product is specifically designed for scalp use.
Know when oiliness is more than cosmetic
Persistent itching, redness, thick scale, sores, unusual odor, or sudden changes in oil production deserve professional evaluation rather than endless product experimentation.
